Tackling Fare Evasion in Bergamo: A Growing Challenge for ATB and TEB
Economic Impact, Enforcement Efforts, and a Creative Awareness Campaign

Fare evasion in public transport has become an increasing concern for ATB (Azienda Trasporti Bergamo) and TEB (Tramvie Elettriche Bergamasche) in Bergamo. The fare evasion rate reached 7.5% in 2023, up from 6.3% in 2022. This rising trend has continued until 2024, highlighting the need for urgent and effective measures.

Fare evasion causes significant financial losses for public transport services. In response, ATB and TEB have intensified their enforcement strategies. Partnering with Holacheck, they have increased onboard inspections, resulting in 2,100 fines in just three months since March. This effort complements the 4,800 fines issued by ATB inspectors in early 2024, showcasing a robust approach to mitigating fare evasion.

In response to these challenges, ATB and TEB have launched the “Non viaggiare scoperto” campaign. Designed by Pernice Comunicazione and featuring Rugby Bergamo players, the campaign uses humor to emphasize the importance of paying fares. By promoting values of fairness and respect, essential to both sports and public transport, the campaign aims to encourage passengers to purchase valid tickets, promoting a culture of compliance and integrity.
