Le Havre, France, has strengthened its fight against fare evasion with new measures that took effect on May 2, 2025. Fines for traveling without a valid ticket on LiA, the public transport network serving Le Havre and operated by Transdev on behalf of Le Havre Seine Métropole, have increased from €60 to €72.
In a statement, LiA highlighted the joint commitment of Le Havre Seine Métropole and Transdev Le Havre to reinforce anti-fraud efforts and encourage passengers to travel with valid tickets.
Fare evasion is estimated to cost the LiA network more than €1.5 million in lost revenue each year. In addition to the main fine increase, several other penalties also rose on May 2. On-the-spot payments went up from €30 to €45, and late payments—beyond 30 days—increased from €90 to €122. The fine for misconduct remains at €150. Unpaid fines exceeding three months will be transferred to the Public Treasury with additional processing fees.
LiA is also introducing a new digital verification tool called “Stop Fraude”, which allows inspectors to cross-check the identity and address provided by offenders with official data from the French Tax Authority. According to LiA, this verification step—applied before fines are formally processed by the national agency ANTAI—is expected to significantly improve collection rates.
